The flasher in the fuse panel is for the Hazard lights. The turn signal flasher is under the dash connected to the wiring harness. I dont know for sure on your car but one of my Chevelles had the flasher in a clip close to the steering column. Perhaps someone with a Beaumont will know the location.

Paul is correct. The spot for a flasher on the fuse block is for the hazard lights (check to see if they're working). You'll likely find your turn signal flasher just under the dash somewhere between the steering column and the park brake release handle.
Two flashers are used as the hazard lights work without the key on, whereas the turn signals need the key on.

And the flashers interchange, just flip them around for testing.

I recall that the metal case flasher hanging off the steering column in that clip used to make the sound of the flasher very audible. The plastic replacement one barely makes a sound.

I enjoyed the sound of those metal flashers. I remember my grandfathers 69 Bel Air was quite loud.
