1969 was the first year of the locking column, so they provided instructions on how to work the ignition.  The ignition was previously in the dash.

I can still remember seeing back in 1969 a Nova T.V. commercial where a guy was at a border crossing with a new 1969 Nova. They were inspecting the car and claimed that the car's steering column was "broken". Actually it was drawing attention to GM's new transmission / starter / steering interlock.
