The front side marker lights are different.

It probably has the rear, add-on marker lights also?

The car had to tow a caravan; in Belgium, these front lights are mandatory.

Is anybody able to know the meaning of the "vin" numbers?

It is very strange. The code on the plate gives a "custom s" model. This model is only built in 1969. And when I look at the front side, I read "tempest custom" and the exterior trim and rear lights are from a 1968 model. ???

Is it possible this is what they used to call a "Knock down" where vehicle was shipped apart [knocked down] then assembled at plant in country it was shipped??? May explain the differences in tail lights ? mish mash of parts near end of run???????

Why do you think its a 69? The bumper, grille, valence, front side marker light, hubcaps, lack of headrests and nameplate are all 68 spec.

The model code 35 referrred to a Tempest Custom up to 68 and in 69 the name was changed to custom S but the car was equivalent to the previous year.

Does the car have the 68 taillights (set inside bumper) and 68 dash (ignition key on dash)?

Interesting that the VIN doesn't have a location for the year like the Canadian and US cars did.

Unless one of the letters is. H is the 8th letter of the alphabet, maybe the H is for 68?

 Funny that you notice that.....at 69 years old I just learn from an old biker that 81 means H...A.....

 

If I'd scanned the '68 page in the first place, maybe I would have made the connection...

...digit H for 1968.... makes sense!

37 years working with GM serial numbers at work all day long. I better have learned something in that time!

In Canada GM started using a letter instead of a number for the year of manufacture in 1980 with an "A" in the 6th position. Logically, B was 81. However, in 81 all the VIN's went to 17 digits instead of 13 digits so it moved to the 10th position and we had to learn how to read VIN's all over again...
