Pulled out the ornament, then the nut and steering wheel. I checked out the horn assembly and didn't see anything suspicious and while putting it back in place it made a honk sound for a fraction of a second. I played around with the tip of a screwdriver until it would honk for longer, then screwed and put everything back in place and it honks now.
