It appears to be a Meyers Manx, one of the more popular dune buggies.
Agreed, they used to be everywhere in the late 60s / early 70s when there were millions of well-used bugs everywhere.
I'm not sure that I am digging the grey extensions (the section with the peace sign) as it ruins the esthetic. I'd go for Metalflake paint & a decent set of wheels from the era (Cragars or maybe even widened Porsche 356 wheels)

Looks like the grey stuff was put on to reduce the spray, stones, etc, coming off the wheels. Would probably be easy to remove.
It actually looks like a fun project for somebody into buggies. The buy-in is cheap enough that you could always part it out if it was too far gone and still make out alright.
I had a couple of them when the kids were small. First one caught fire when 2 of my kids were still in car seats and my boy who would have been 3 at the time told me the car engine was on fire. Gas line had cracked from sitting in the sun over the years so it worked well to start the fire right over the engine. She burnt to the ground and then I picked up another not quite as nice a year or so later. Was a fun cheap ride around town and out through the mountains and rivers. Would go through 2' of water with no problem.

Yeah that picture would have been 30 plus years ago. I remember after I parked it on the driveway there was still water dripping out of it 2 hours later. I had taken my buddy across the river first and then we crossed back and forth again for the picture. Our "young wives" are in the back seat. Good memories.
Mine were licensed. This is the one that burned. Should have stayed in the river with it.
The purple one on PEI is a hwy. driver. I've spotted it at least a half dozen times in different locales.
