I would check the grounding. If I remember right there is a park switch or something that depends on a good ground and that stops the wiper when you turn it off. Sure an expert will chime in.

I seem to recall this issue with another car I had years ago and thought that may be a possibility but wanted some other opinions before I make it worse

There is a good list of procedures for checking wipers in the shop manual under troubleshooting if I remember correctly. And I think the wipers may get ground at the switch via its contact with the dash?

Theres a dedicated technical bulletin on these wipers issues. Here is what it says about wipers not shutting off and parking. I will try and repair that today.

I was not so successful. Anyone know where to get a reasonable priced wiper motor or a rebuild done?

Well so 4 hits later they work....

After looking at a YouTube video I noticed mine was rotating the wrong direction. The drain hole on the bottom of the motor housing was on the top so we reversed it and now it spins the proper direction. Then it was missing a screw inside to hold the levers in the correct spot. Incidentally there was a mis matched screw holding the washer pump on that just happened to fit right into that spot. All is good and we are back in business.

That's good news. Are you really going to drive that car in the rain?

My son asked me this as he was helping me. I told him we needed to solve the problem so I knew where re-install the wiper arms. I didnt really have any plans to use them

What does this mean? "Then it was missing a screw inside to Holt the levers in the correct spot."
