Although the actual body part (rear quarter) seems the same so far, a lot of attaching pieces are not. One of the most obvious differences is in the two-tone trim that separates the roof from the body, unless this US car has some aftermarket piece.
The US trim follows the TOP of the window body line, whereas the Canada car follows the bottom. Canada has a corner piece, USA does not.
The Canada trim runs about an inch or more lower than the US trim; doesn't look much different at the bottom of the back window though, I compared there as well, looks about the same but would measure different.

North mentioned it might be aftermarket, and he could be right. The car's trim tag reads 69 69, or "Silver over Silver". If it had a black vinyl top from the factory, wouldn't it show up there?
You may have to refer to the parts books, but if they are anything like the Beaumonts then the moldings are different between the vinyl top cars vs. the 2-tone moldings. The vinyl top version needs the vinyl tucked under it for a tight fit vs. the 2-tone (or just D99 monotone) fits tight as is.

I took a look at some photo's of the various 1970 cars I've had, both vinyl top and paint dividers. They all look like the right side of Dave's photo's. Here's my 70 Parisienne with the paint divider:
