Heavy Duty PCV Option in 1969

Anyone know what this option actually was? Like the HD air cleaner, I've never seen one. And who'd order one, except maybe a taxi company? I guess a knowledgeable customer might expect it to reduce sludge or something, but it seems like a weird option!
