Could a carbon canister get plugged up and cause a pressure build up in the fuel tank, thus causing a flooding problem when the car is shut off placing excess pressure on the fuel in the bowl throught the bowl vent? Thanks for any ideas.

I'd bet it's the carb. I would imagine you could get one exchange at Carquest.

Yeah I removed the hose leading from the fuel tank to the carbon canister and the problem gose away, so I assume its the carbon canister being plugged up. Would having the carbon canister fuel tank hose disconected from the canister cause the vehicle to run rough and rich and emit black smoke during cold start up?
