Looks like it had a vinyl roof at some time; the trim is still there.
The Buick wheels probably slow it down....aww

 It may not have had a vinyl roof as my '67 has the same moulding. It's option is D99. I don't believe the body moulding is correct either as I have never seen it especially on the headlamp extensions. He also has '68 style rear quarter marker lamps and looks as though it has no p/brakes and the wrong pedal rubbers. Which is odd for a Parisienne.....
