Looks good but if the 26000 odometer is true I wonder if the paint is original, why the frame needed repair and it needs an interior?.  
Left parked in the grass/sun perhaps?.

Back in the '80s I owned a '68 Fury with 13000 actual miles.  It sat outside in the same spot of the driveway for years, only being driven a couple hundred miles or less some years.

Its frame rails had been welded up due to rust and the seats were all cracked and split from the sun beating on the same place for years.

So, it's not that improbable.

It would be a cool driver if the price came down about $1300.
Tony- this might be a good parts car for you- it looks to have perfect emblems as well as a pile of other good parts you could use!

I got this reply from the owner about the miles and the frame work:

Hi, as far as I know it is the original miles, it runs and drives like it is, as far as the minor frame work, they have a wrap around style frame which is spot welded together, the welds were known for letting go just behind the front wheels, so I had it fixed properly, the paint is original but has had a few spots touched up, there is a spot on the left side of the hood where someone sprayed some clear coat which is flaking off but the paint underneath looks fine. Don't forget the car is still 40 years old, it wouldn't take much time or money to fix it up nice, I have a good idea on what it would take because I've restored my own 66 Chevelle.
