This really is a complete guess but I think it is really close to a pound per litre. I recently filled up a 20 lb. bottle and I'm just about positive he charged me for 20 litres. I know the price worked out to within pennies of that anyhow. Like I say just a guess, not even a very educated one.
I am thinking you are correct but I'm hoping there is an official conversion. The reason I'm asking is that I see propane priced per litre some places and yet you pay for x number of pounds when they do the tanks.

They take us to the cleaners on filling BBQ tanks. I just paid $18 for a fill, But to fill a vehicle is way cheaper.
It cost me $12.00 to fill a bbq tank because they give me a special rate for being a home heating customer. Nasco Propane who is the dealer I deal with had a special this spring for 3 days only bbq tanks were $9.00. A couple of years ago I got caught at .99 a litre when I was not on an annual contract.
Every since the huge propane explosions and fire last August, you can't get a tank filled in Toronto, well you can but it is really hard to find someone who will do it. All the service station use the exchange program where you bring in an empty and they give you a full tank, $22. If your tank is out of date it's $48. Can you believe it?
Thats so ridiculous. Propane is one of the safest fuels out there. The difference on filling bottles is the labor rate charged to do it, its a real pain running a bottle filling outlet as there is a lot of labor and you have to scan the tanks for damage and certifications. Don't forget, one liter of propane liquid turns into 240 liters of propane gas if someone overfills your bottle or your RV with the pilot light burning, heaven forbid!!
