Emission spot checks this summer?


I read that the green police will be doing spot checks on old cars this summer checking for late model engines without proper smog equipment. Apparently the fine is $350 for each piece missing. Can anyone confirm this?

On-road enforcement with the Smog Patrol.

All vehicles on Ontario's highways - whether registered in Ontario or from out-of-province - are subject to provisions of the Environmental Protection Act regarding excessive exhaust smoke or emissions control equipment that has been altered or is missing. The Smog Patrol of the Ministry of the Environment enforces the act throughout Ontario by conducting roadside inspections and tests of both heavy-duty and light-duty vehicles.

The Smog Patrol is funded by the Drive Clean program. It includes investigators who are the enforcement arm of Drive Clean in investigating possible legal infractions at Drive Clean facilities. Vehicle owners are reminded that a Drive Clean pass or a conditional pass does not exempt a vehicle from the provisions of the act concerning excess smoke or emissions control equipment. It only shows that a vehicle met Drive Clean requirements at the time of the test.

They have already started in oshawa last year and have pull cars off the road in port hope.

yep i was pulled over in my Monte SS 2 years ago by 2 guys on the side of the road,they checked my car for cats and i had to open the hood so they check for the EGR and canister

Looks like I better pull my V8(2)   and install "correct" 6 cylinders    those old 6 cylinder were a lot less smokey  confuse

every two years we bring our (post 1976) cars to the garage for an emissions test, then we get an ugly sticker on the window with the maturity of the emissions test (2 years)...

so if a cop passes by your car he/she sees right away if you're compliant or not...plus we get a notebook with all the measures taken during the test, the date, garage name, and so on...

this way the Swiss authorities still get the money for driving clean, but they get it at the source...

The law enforcement mind works like this....set up in a place with high likely hood of success which is close to a Tim Hortons. That's my tip for the season.  wink

MAN   am I ever glad I don't have one of those "modified cars"   

We have wild owners around here, with "mag wheels" Dual Exhausts" 
One car I have seen, I swear, has those "header Pipes" on itno 
and I saw one car with a non-stock intake and carb!no  
and another with a non-stock set of wires and dist..no 
I even saw a car with "braided non-stock hoses"..  
I even saw a (I really should not say this) car with RED heater hosesno   
I can't believe these offenders arn't locked up 
and there are rumours of cars that have non-stock camshafts!! and on and on.....

They hit Port Perry & Uxbridge last summer!!!  Tue. nights got the cars going to the cruise, & then again on Thur. night for the Uxb. cruise. One guy said he got stopped in Bowmanville on the way to Port Perry !!  I know of 2 vehicles that got "crucified" at the side of the road in "spot checks" Fine works out to $ 366.00 for each pc. missing by the time they 'tack on" the extras, one fellow just took his vehicle off the road as it was going to be a "fortune" to make it meet regulations!!!

so what if your car was born before they even cared about the enviroment? I have that backdraft tube thingy or whatever it is on the 283 spewing out carbon like its nobodys business!! If the car did not come with any smog devices and the engine is original, can they do anything?

There was a write up in the latest Smoke Signals called "Emissions Testing- The Canadian Version". The author basically describes what I mentioned above and warns that if they aren't diligent in the U.S the same thing could happen there. What bothers me is his comments that say for example if I put a 1984 454 in my 69 Pontiac, they look at the ENGINE and not the year of the car and therefore that engine has to have all the emission controls that it had in the vehicle it came in- Smog Pump (or EGR), Cats etc. The article said you'd have to prove the year of the engine.

I could see them going that route, with the guys using the LS series engines,
 but if a engine is  done up orignal colors trim etc,
most of the inspectiors would not know the difference...confuse

 You know what's going to happen here Todd......... re-stamping of the motor block, or grinding off the appropriate info.  Prove it otherwise........a good lawyer, and another waste of Taxpayer money in court!!!!!!

Todd. it's not B/S. a friend of mine in Port Perry got wind of this last summer, when they started the spot checks. He had the MOT come out to his place & look at the cars he's doing up. One is a 29 model A delivery, & he was going to put a 87 Vette d/line in it. They told him in no uncertain terms, the emm. have to match the yr. of the engine!!! They also looked at his 86 Chevy 1/2 ton Indy Pace truck, said he did a wonderfull job on it, BUT, we catch you on the road with the headers,not plumbed into the "missing" AIR pump, the aluminum intake with no EGR & your "BUSTED" & yes they have all the #'s of engines in the computor for roadside inspections & any doubt, YOU PROVE the year in court!!!

furiousThis stuff is true and i think it will come to a neighbourhood near you.
I dont know if any one remembers the magazines in the early 80s Carcraft, HotRod that talked about this subject.
The articles that showed what some of the guys were doing (fake emissions) were kind of neat. Some had fake EGR valves and hollowed out cats and ran cannisters that were also fake. The mods of course all were set up to look stock with vacuum hoses . This may be the type of stuff that some of the newer street machines(74)and up may have to result to. This is a money grab at its best and i will play the game if i am put in that corner.

Andy, your right on there, but it will include any modified car, not just 74 & up, the hot rods will be "dinged" as well as the rest of us. Think I'll be looking for a 69 & down 283 or 327 for my 52 Torpedo back, the 84 305 won't be staying there. I'm glad my 64 Catalina has the orginal block in it, only emm. is a PCV, but they might say something about the dual quads???
