Good eye jc.  Looks like 68 front fenders also. The side marker lights are higher on the 69.  May be a 68 with a 69 grill and tail lights.  If we could see the dash, we could tell more.

I checked the car out it has a 68 dashand it's painted as well...blankstare some work is needed on the interior

What was this guy trying to do with this car ? A 69 with a 68 dash, 68 front fenders, 68 doors, had a 68 grill at one time.  Strange.
