based on this picture if i had any control on what goes or doesnt go on the roads i would have the smart car deemed illigeal for use on public roads in canada

I imagine its not that different than riding a moterbike in the sense that you have got to drive for everyone else.  Getting complacent in a smart car is just as much a recipe for death as getting complacent on a motorbike.
