There's an open source program called GIMP. It does a lot of what photoshop does - for free. The learning curve is a bit steep but it was for Photoshop (for me anyway)
With newer cars you can go onto tirerack.com and enter the vehicle and color when finding wheels to match. I'm guessing they don't go back to the '60's though?...
