NEED HELP Decoding '66SS/396 on Ebay

There's a car on Ebay right now that claims to be a "Real Deal" 1966 Chevelle SS/396 with an M21.

I've asked the seller to provide pics of the cowl VIN tag as well as the VIN tag located on the drivers door jam.

I don't understand why the first 3 #'s don't match?  ...shouldn't the cowl tag begin with #138???

...I also noticed that the rivets are not factory GM, leading me to believe that this tag doesn't belong on this car?

...Any help you guys can provide de-sifering would be greatly appreciated! confuse

I'm with you, I think it should be 138 on the cowl tag on a US car. An early Canadian SS could be a 136 if it had A51 on the tag but the US cars are not the same.

It's a thing race guy's sometimes do. (remote filter for quick oil changes) ...I don't like the look of it too!

I don't know but maybe I'm old fashioned but I would get rid off all that bling under the hood and put back to '66 standards. Paint the heads orange to blend in with the rest of the block. That's just MOO

vin tag is 13817 (correct) and appears to have correct rivets- cowl tg appears incorrect with wrong rivets
