usually on a car older than 15 years...  he has to have a appraisal.....     He would have NOT paid any tax yet....

         All new vehicles have a Buyers Package for $20.00  it has a wholesale figure you can get bill made out to that level  

        anything older  (anything) requires a appraisal  (private sales only)  13% tax
