I bought two 67 Grande Parisiennes this summer both of which had the hoods rusted shut. I hope thats not your problem because it was a real bugger to get them open without wrecking too much sheet metal. I had to take off the bottom valence panel under the bumper and work away from that angle trying to spray as much penetrating oil as I could on the latches and the other linkages. Even so I had to pry from the top as well to finally get it to break the rust bond.
I hope you don't have to go to that extreme but the 67's seem to have that problem more than any other one of seen. I've had four and 2 or them were rusted shut. One one it to turned out to be a good thing as once I did pop it open there was an unmolested 396 looking back up at me.
I think the 67 Parisiennes have basically the same hood setup just a different grille.
