Not sure what is correct for the Cdn Pontiac, but Chevies of this era had a flat base and the top had the snorkel and sat on the base. The 2 barrel and the 4 barrel looked the same, they just had a different base to fit the carb.

Canadian Pontiacs were opposite in '64 from Chev. A flat top and a "can" with the snorkel incorporated into it. Here's a '64:

I have one of these from a 63, pretty sure its a 2 barrel, don't think a 283 came with a 4 barrel in 63, but I haven't had it off the motor yet.
