Drive clean has become irrelevant due to computer controls and limp modes programmed into the software on new vehicles. Roadside tests have proven to be more effective at catching problem vehicles. It is still against the law to tamper with or remove emissions equipment in Ontario, no matter what year the vehicle is. A man near me got a fine and a repair order because the 1977 pickup he was driving had no catalytic converter and disconnected egr and charcoal canister. There is also a law in place that vehicles must have all the emission equipment in place and working. This also applies to the engine. If you install a newer engine in your street rod the emissions equipment also needs to be installed that came on the engine originally.

Wife's car and my truck are both due in November.

This spring a friend sent me an email that he had just that afternoon got stopped in his 198x Mustang by the Enviro Cops. Every thing was in place so he was allow to proceed. Funny part was that he was on his way back from court having just prosecuted a case for the Ministry of Transportation.

 This law is very punitive, imagine having a 1968 or whatever year car and the AIR tubes have rusted off and the AIR muffler is shot, the pump is seized and you took off the belt. . Where and how do you find these parts. If you can they are priced for the concourse numbers matching crowd. Law makers don't live in reality, there should be a useage metric applied to these old or antique cars to be fair.

Ontario emissions laws are very out of touch with reality IMHO, and penalize those who can least afford it.

All cars have a life cycle that is shortened by the environment in most of Canada - i.e. winter conditions and road salt.  Out east the vast majority of cars you see on the road are under 10 years old.  When I've been to Ontario it appears to be similar.  From what I've seen, most vehicle emissions systems will last 10-ish years without a problem, with the exception of O2 sensors, which occasionally fail early, and are usually inexpensive to replace.  Exhaust systems are mostly stainless steel on newer cars and thus tend to last 10+years as well.

Plus, today's new cars typically have very low emissions, as a requirement of the NHTSA and Transport Canada.

The reality is that through most of the vehicle's life, emissions are really low, and by the end of the vehicle's life, when systems are starting to fail, the car has often filtered down to a person running on a low budget.  These people who are just trying to get by have to jump through hoops to get their cars fixed, pay the $460 Repair Cost Limit (1-time only), then scrap the car if they can't fix it in 2 years time.  So, what happens then - a car gets taken off the road, the person is forced to buy another one.  We won't even go into the topic of how much pollution is created and energy is used to build a new car vs keeping an existing car on the road...

So, the industry has already cut emissions greatly through design implementation and the government through regulation, and for most of the vehicle's life the car's emissions are really low.  That should be enough.

Once cars become really old they are often collectors' vehicles, and only driven a couple thousand km a year at most, but usually far less.

I'm quite certain that the people making the laws have never done the research and the math to figure out how much emissions they are really 'saving' vs how much money the government (and thus the taxpayer) spends to run this program.  I'm sure it would startle us if we knew.

IMHO the clean air program was mostly created to make politicians look like they are doing something whereas in reality they are not accomplishing much.  Getting rid of the program makes the most sense to me.

1987 was the cut off year in Ontario for testing.

However, if your car is 30 years old and historic plated, no test needed.

My one 88 with original plates got E-tested this year.

My other 88 will never need one !

BREAKING NEWS for my Radio Station !

The Ontario government says it is scrapping the Drive Clean vehicle emissions testing program and replacing it with a new system that will focus on heavy duty vehicles such as transport trucks.

The Progressive Conservative government says the Drive Clean program, which tests emissions every two years on cars and light-duty trucks over seven years old, is outdated and no longer effective.


Survivor broke it first !

However, the Drive Clean will run until Apr next year.....I guess this is so the shops involved can change gears and not have it affect them so much. Luckily where I live in Ont, no testing.

I agree with all the comments on here but Doug Ford is going to get fried by the lefty loonie press any way. They will twist and make it look like he is destroying the province, the air quality and all of its people. The same people that knocked Mike Harris (P.C.) for bringing the program in, will knock Doug Ford (P.C.) for taking it out. The guy will never win with our lefty press here in Ontario.

they changed the rules a couple of years ago and relied more on tail pipe emissions  & computer history so original equipment was pretty much junk. In fact if engine check light was on they would'nt even check the vehicle until that problem was first corrected. A ton of shops got out of testing. No $ in it !

That all came into effect back in 2013 just before I left Ontario. I was at a Chrysler dealer. It was a nightmare. I remember we had a Prowler that had a dead battery. We had to drive it over 1000kms before the monitors would go into "ready" mode. Also I remember our tech was doing a test and a Drive Clean auditor came up on the screen and started asking him a bunch of questions about the test he was doing!

 The government's fiscal year is April 1 to March 31. The timing is set to that it won't effect the current budget and will be factored into the new budget and fiscal period beginning April 1, 2019.

I'd suspect that there will be other provisions implemented to ensure that everybody isn't driving around with check engine lights on in perpetuity with bad emission systems. Although in Toronto its rare to get in a cab that doesn't have the light glowing.
