There is some chatter on the Winnipeg Reddit website on this

 

Basically as far as I can tell here is the jist of the changes

'All the tech's that are licensed to do inspections have been getting called in to seminars to be up dated on the changes coming. The system is now allowing for shop time billing on any inspection(the actual time it takes to do it) and the inspection (not out yet) we are being told is much more comprehensive than it was before. For example an air bag light is now a fail. We have have light meters to measure window tint as well now. Body work repairs that look like they may have not been done to OEM will need a certificate of proper repair from a body shop that is MPI accredited. And a bunch of other points."

 

A lot of the comments on reddit seem to indicate that this is aimed at small lot dealers who do their own safeties

It all sounds good to me. The part about being able to charge accordingly makes sense. Our shop takes a licking on some inspections.

There are some shops out there that will pass just about anything, so maybe it will curb that kind of stuff.
In the past I have wondered why some things like no brake and clutch pedal pads pass but a missing or loose accelerator pedal will not pass.
Straight time instead of flat rate has good and bad points. How do you know what is going to be fair if they can charge whatever time it takes. Get a slacker
and it could take awhile but he doesn't care, "he's getting paid whatever time it takes". Who decides?

Alberta Out of Province has been like this for years. Even TPMS light is a fail. Never heard of a meter to check window tint though.

If you ever watch Live PD on Friday or Saturday nights you may see the Police use this item, Roll window down enough to hang meter on glass & turn it on, too dark, your "BUSTED" !!!!!! About the size of a pack of smokes
