in a secondary office and not the main embassy in Ottawa.

Didn't doctor plates start with "MD" or "D" back then? They did it to i.d. doctors by the plates, but that stopped once doctor's cars started getting broken into by junkies looking for drugs.

 Up until 1972 doctors were identified by the letter "D"  on the licence plate.
