I remember questioning if there were rubber gaskets or something in between on the bumper guards. I acquired an NOS set that has the original instructions and it shows them just bolting on which I think is what you guys said. Interesting piece of paper dated 1963.

I looked up part number 3841242 but couldn't find it in the Beaumont book ....perhaps that's just the instruction sheet number.
Yes, most likely. Almost every piece of GM literature has a part #.
