Windshield Washer Pump Issue

So after reviewing the photos of my last post re the pump not fitting, I realized that the pump would fit and I was looking at the wrong holes.  Installer issue!!

Now that I have it on, it is doing the same as the old one.  The cam is turning continually, it's trying to pump but there is just a dribble coming out.

Is the cam supposed to turn continually?

Any suggestions?
