its not perfect but it might mean that when you send an emblem or brochure or a small diecast car you can get tracking and insurance- next time i am at the post office I  will ask if it is directly available from the post office

I recently purchased something small from Ontario on eBay and postage was way less expensive than usual. It wasn't a tracked package though.

i doubt you can purchase it directly at the post office;
it probably has to be purchased through ebay.
