Maybe this dealership installs them in cars on the assumption they can sell them to all buyers? Or they had it sold before to someone who wanted it and the deal fell through?

If the car is financed it would make it easier for the dealer to find it if its not paid for.

In a rental it has been for years, plus in some instances automatic speeding tickets have been issued. Oh yes.

I could see in the instance of a financed or leased car to someone who has skipped payments in the past and credit is dicey. Otherwise...

Hmm, function creep and over-reach is here to stay I believe.
