Never saw one with a 400 V8 before, assume thats the USA pontiac version?

Yes, looks to be the 400 Pontiac engine but certainly everything else about the car says Canadian 2+2.

Looks like it was a decent and clean conversion at least. Rarely done, usually they're a hack job.

I'm curious what he did with the positive cable. It must be a long brute because the starter is on the driver's side.

It is funny how close the 1967 2+2 from Canada & the USA look almost the same. You almost have to look at the back end (Canadian looks better) or at the tread (US cars are W-I-D-E track).

Chevy steering wheel & console, battery on the r.h.s. make this car a Canadian hybrid. Boy, is it ever a hybrid now!

The side louvers on the Cdn vs US 67 2+2's are completely different.
The US louvers are much longer, and recessed into the fender. The Cdn louvers are shorter and side on top of the fender.

Yes, the Canadian pieces are a simple bolt on  and the US fender is unique. I can imagine those US fenders bring a premium.

Higher U.S. production probably allowed for such specialized things. I don't know, the Canadian Pontiacs were probably quarter million sellers annually though. Very popular they were.
