Pontiac Rally II wheels were first available in 1967 I believe . In my humble opinion I think they set the standard for factory optional wheels.
We would need to consult the sales information on the Trans Am package for 1970 but I would think that they were part of it so in essence standard on the Trans Am. Rally Wheels have always been optional or part of package. The Judge and LeMans GT's for example came with "ringless" Rally II wheels as part of their "poor mans" persona.

I've got and extra set of 4 in my shed with rings and centres I've had since about 1988. Took them off my 76 FB just before it went bye bye. So if you have 4 like new I'd say that's like winning Lotto 649.
As 'eeluddy' said they look good with or without rings. You will notice that the Feature Car is "ringless", it is a matter of choice but I like the bare look. I think going without rings would look good on say a 2dr post car like a Ventura.
