It's a little bit hard to see in the picture but your shoes may not be on right. On each wheel there should be a short shoe and a long shoe. (meaning the length of the lining, friction material, on the shoe). The short shoe always goes to the front. I can't quite tell but by chance do you have the short shoes on one wheel and the long shoes on the other wheel?
