Old winshield Decal, what is it?

There's an old decal on the original windshield out of my 69' Parisienne.
It's a neat looking decal, and I wish it were in better shape. Looks to be as old as the car itself. Puzzled me for some time...

For the heck of it, can anyone identify it?

Windshield inspection stickers

Here's a place that specializes in vintage USA inspection decals.
Seems every detail is being looked after by someone these days. If I had a USA car originally from one of the States, I'd just have to have one of these.

Both still require a lot of work.

My guess is it's some type of Union. Canadian due to the crown.
Could the dome like thing be a boiler or vessel? The 2 1/2 being a pressure test?
Boilermakers Union perhaps?

I'm surprised nobody knows.

Its an interesting decal...and i'm surprised too that no one knows this one!... i'm going to take a guess, the crown is a symbol of the monarchy and is the top of our coat of arms... looks like it read 'equal rights toronto' underneath... we did sign a constitution in what '82? Section 2 of the Charter is the Freedom Act... so was someone protesting exclusion from the Charter, and wanting a section 2-1/2 for more rights?? the star and the squiggly symbol are interesting, this suggests an islamic sticker, there was something above the crown, if it was a crescent moon then for sure the sticker is islamic...

The other symbol throws me off.. its not a dome, but an arch (since it has a keystone in the top middle).

Of course i'm just putting things together and really speculating on this one!
