The photo's that you can really make an impact on are those that are taken in digital in what they refer to as a RAW format. In that format you can adjust "white balance, exposure etc" a lot more.
However, you can email it to geoff.wilson@mtsallstream.com and I'll give it a shot!

You can send it to me too, I have Pshop at home (I'm a decent user), but I have a few staff who are very good at it... I can try it tonight, but also ask one of my power users what tools to use...

It will not necessarily bring back any detail, but if there is something specific in the image it can be sharpened for viewing, and overal the brightness/contrast/sharpening etc. can be tuned up to look better...

Can you scan it at your highest resolution before sending?

p.s. Just noticed this is post #666 for me!!! This Cheetah must be the BEAST!!hahaha!

like i said the picture is out of focus    but it looks like a 68 or 69 taillight  you can see because it goes  around the taillight on the side     but the car says  CHEETAH  rate on the side    being a drag car    the picture was taken at mission raceway in the early 70s  ill see if i can get the photo put to  digital         working on it     65s/d
