Timing gears not lined up properly when the chain was put on?

It all sure sounds like a retarded timing setup.

This is a long shot, but did the engine have any of these sypmtoms before it was rebuilt?

Plugged catalytic converter? That is exactly how my 307 Cutlass acted when the cat was plugged.

New cat and flomaster .It did do this before but with all that was wrong I never did figure it out.

Check if the distributor out 180 degrees.

Did your timing gear set have 3 keys to install it for pre retart or advance?
You may want to pull the left cover with the engine at TDC and make sure both valve are closed.

How did you set the lifter lash?

Do you have another distributor you can try?
Twice I have been had by bad distributor components.
Once was the wiring to the module. I chased a fuel problem for weeks.
The second time I just swapped distributors.

I'm guessing it was something like a couple of plug wires were mixed up. I accidentally did that once and the symptoms were similar.

My thinking too. A friend hooked up the wires for a chevy on a Pontiac motor. My car ran like crap. after changing the wires around the car ran fine.
