traction bars


hey guys, can someone clear this question i have... are the traction bars supposed to touch my frame at all times, or are they designed to move a little?? on the left side, i can usually see about a half inch of space between rubber and frame, but on the right its even more, sometimes as much as an inch or two. i just assumed they are to always be in contact with the frame. any help please....

sending pic of left side, its not bad but it fluxuates, u can see space, the right is three times that

Thanks, but how much clearance, and is it fixed, because like I mentioned, one day there may be an inch of clearance, the next day could be two inches, next day might be none??
