Notice the steering wheel. It looks like a Toronado wheel. In the Delta it indicates the presence of a tilt / telescopic wheel.
My brother had a similar car , a 66 Olds Delta 88 Holiday Sedan in dark blue with the 310 horse 2-barrel 425 high compression. It didn't have wires but it did have a power antenna and a rear reverb speaker.

Can anyone make out the dealer tag on the trunk lid?
Queenston Chev - Olds. They were a fixture in the east end of Hamilton, Ontario along Main Street. They closed down sometime in the 1980s but reopened in a different location.
Blue Charcoal was an Olds colour, normally a Toronado colour. For 1966 it seems any Canadian-built GM car could have come in Blue Charcoal (Olds colour), Royal Plum (Pontiac colour, most people think it was a 67-only Chevy colour), Cypress Green (leftover 65 colour). Our Canadian Chevelles & Beaumonts were offered in 18 colours vs. the U.S. in 15 colors.
