My take would be 65 on up,as that was the year the dash bezel paint went from grey to black.

Obviously,it would go in ANY year you choose.......

 The original owner of my 69 Chevelle hardtop took out the GM kleenex dispenser from his "trade in" 1966 Acadian and installed it under the glove box rather than under the ash tray.  After more than 43 years,  it still resides there.
