rear quarter drain plugs


Wondering if the small rubber drain plugs at the bottom of the inner quarter panel right behind the tires on a 66 should be replaced or left open? I've heard mixed opinions - leave it open to let water drain from trunk or plug it so water can't enter from the tires kicking it up?

i would leave it in and occasionaly check if there is water at the botom
