M40 cowl tag, turbo 400. Was the TH400 behind a small block in 70 other than a wagon?
absolutely, I've seen it many times.
The TH350 would still have M40 on the cowl tag. Starting with the 1969 models with the introduction of the TH350, it was merchandised as the M40 (same as TH400) although technically the TH350 was RPO M38. The TH350 was used through the 350 V8s and later even the 400 small block V8s.
Yes, there were applications where the TH400 was used with a small block after 1968.
Prior to the TH350, the TH400 was used behind the 307 & 327 on select full-size Chevrolets & 327 on full-size selected Canadian Pontiacs. Heck, the TH400 was used all the way down to the 250 six on the light duty pickups starting in 1967. Into the 1970s through about 1976 the full-sized Oldsmobiles used the TH400 all the way down to the 350 2-barrel where offered.

Well Ill be... Obviously your tags list it as M38. I wonder what kind of sauce goes well when eating crow?
Below is just the first example I dug up showing the loose, interchangeability of the RPOs. I realize it is documentation, not a specific cowl tag. I dont know if I have any cowl tags to show.
