Does look like a seatbelt, but the front weight and location of the strap means the front should be down not level as shown. It looks like Photo shop, but there was none of that back then. Wonder where this car is?

 Actually Brian, They did have photo touch ups. I remember seeing a mid 60's Hot Rod Magazine with a photo done by Eric Rickman where it appears a driver holding a steering wheel being dropped into a roadster from above. Old school photo shop was coloring out and blending backround images. This photo with a blank sky behind has had to be touched up. Kevin
