I believe as a GM accessory only.

Yes, I don't know a lot about them other than what you say, they look like the Bird and Goat hood tach.

Do you mean a Grand Prix or a Grande Parisienne?  A fellow in the Alberta Iron Indians put one on the hood of his Grande Parisienne and it looks really good.

Grand Parisienne, I saw one the other day for the first time, not sure what to think. I cant see cutting up my good hood.
