Every factory installed vin tag I've ever seen has been clean. I am betting it went on after paint.

I've never pulled one off but I assume it's body colour behind it.

 I`ve never had to pull one off either as that area on the door post is always clean and in great shape. The cowl tag area, not so much

....door post tags were put on after paint. But the firewall tag is put on before paint. I've seen pics where one guy is holding a long stick with a pad on the end and he covers the tag while the other guy is spraying the paint, thus why you see the overspray on the tags cause it just depended how the guy covered it when he hit it. Later on in the 60's they just painted the firewall tag.
