Hi just fixed this problem the other night on my car.
take the bulb out and clean off any corrosion at the two contacts. Also clean up the outside of the bulb socket and the tail light housing where it slides in. I use a wire brush or sand paper. Just have to make sure the bulb is getting good contact and ground.

Then add Dielectric grease to stop it recurring.

If I read you right you are talking about brightness of the bulb.
Check to see what the colour or finish is on the inside of the housing, silver, flat white or what.
You could also go for LED bulbs. Ask Lefty on here which ones he used, they are good.

Also make sure the inside of the lense is clean. At lot of dirt can accumulate there over the years. If the outside of the lense is dull and weathered there is a product out there that will bring it back like new. Can't remember who makes it though. It's actually for plastic headlight lenses but works great for all plastic lenses.
