It may have been in service as a police car but it may have just been a plain Biscayne without the B07 police package. It appears to be a 283 3-speed manual. Department budgets can be pretty skimpy. When my 67 was built, shortly after it came a black and white Chevelle 300 sedan with the only options being black & white paint and 7.75-14 blackwalls. It was a 230 3-spd with nothing.

I agree with the previous poster that if this car was a police car it was not a specific police package model - it was probably just a low buck model put into police service
In 1964 winnipeg was a collection of a number of districts each with a separate police dept - there were no budgets to do large scale fleet buys until amalgamation happened in the mid 70s
