I've seen that wheel described as an optional "deluxe" , often in Camaros. Picked up a whole column with that wheel from a 68 Nova and the horn cap says chevy II. I've never seen one in a B body car as they have a different "deluxe" wheel, I think.....

It is also worth noting that 1967 through 1969 Corvairs used the 67 / 68 Camaro wheels. Corvairs of course did not get updated to the transmission / steering / ignition interlock that was introduced on all other 1969 GM passenger cars (and required by law starting January 1st, 1970)
