What are these holes on the bumper for?

As I reinstalled the newly chromed bumpers I noticed that my original front bumper has two holes, one on each side, which my spare didn't have. These holes are located close to where the optional fog lights would mount on the grille but not quite below them. See the photos. On the rear view photograph it clearly shows that the bolt and screw are there just to cover the hole.

Does anyone know what they are for?  1967 Parisienne 2+2.

Someone at one time probably drilled for aftermarket fog lights. Too bad because they could have filled the holes before rechroming.

Thanks.

New bumper bolts will cover them.
