this is for 4 speed 427 or anybody else that can answer it.

i got a carb  quardajet number is 7028240 a md is this out of a 78 or 72 and will it work on a 454

It appears to be from a 68 Buick 430. I suppose it would work on a 454 but it won't be a direct fit. The throttle linkage will likely require a little bit of engineering and the fuel inlet is in the wrong spot.

I second with 4SPEED427 says re adapting. Will it work? yes. Will it be jetted properly, etc? no.

Go back to where you got it from and see if he's got a 72 and later code 240, those are 800 cfm and are highly sought after.  Regardless, you are going to rebuild any carb you get and it can be tuned to provide good performance.  I know a big block Corvette owner who's car had a 350 carb on it from the factory. He never knew until he started getting points deducted at NCRS events.  I happened to have a numbers match core for him but it had to be rebuilt anyway.

I cant see the carb inlet clearly but it kinda looks like a side inlet not the long snout out the front like a Buick. Do you have clearer picture you can share with us? If its a side inlet, double check the number.

I went out to the shed,

Carb on left is Chevy Big Block, Carb on Right is Buick 7042240 800 cfm but should be close to the 68.

You can see the linkage set ups are slightly different and of course Chevy is side inlet for fuel. Otherwise they appear nearly identical.

 I enlarged it, its a Buick straight inlet.

BTW besides Chevy, Cadillac used side inlets but Olds, Buick, Pontiac are straight.
