Looks like yet another confrontational kijiji ad.  You see a lot of them these days.   I don't bother with them as I think the seller is probably a pain in the rear end to deal with.

I don't respond to those kinds of ads, even if I'm interested in the car. 

As to the ugly factor, I liked these cars when they were new not because of their beauty but because of their performance relative to other large RWD cars on the market at the time. 

However, I liked the styling of the previous generation better, and looking at the 91-96  styling of the sedan now, it doesn't appeal to me today.

Of that generation of B body, the only car that I find somewhat attractive today is the  Buick Roadmaster wagon.

 The police referred to them as "Bubba Tubs". At least the 94-96 Impala SS improved things.

Same underneath as the 1977-90 models but with more aerodynamic (& heavier) body.

Any of the officers I know/knew who operated those cars preferred them over the Crown Vic. There's a retired corporal down the street from me who loves to tell the story about how the 96 Caprices with the wind-dragging roof lights would blow the doors off the clean roof CV the RCMP had here at the same time. Although he did come in to the dealership one day and tell us we needed to tune it up. One of the Caprices would only do 222 km/h and he said it had always been good for 240 km/h...

The looks of the car are subjective and yes they were not well received but performance isn't. The Crown Vic Interceptor comparison is really no comparison for similar years, the Ford had about 190 to 210 HP and did a quarter in almost 17 seconds whereas the Chevy had 260 HP and could gallop throughout quarter in 15 seconds, so ya no comparison. Data in graph below shows top speed of Chevy at 238 kph and Fords were limited to in and around 200 kph.
