I think you are correct that it is a 1965 wheel cover. It was used on the Canadian full size cars except the Custom Sport, and also on the 65 Catalina in the US as well.

I'm not 100% certain but I'm thinking Canadian only. Most 60's US caps and spinners said " Pontiac Motor Division "

 Not surprisingly, Ted is correct, while the basic 1965  design was the same the words were different and US cars said PONTIAC MOTOR DIVISION , while Canadian used the word PONTIAC twice as shown on the sample herein. As pointed out all full size Pontiacs could have these except Custom Sport in Canada and in US it was Catalina and Star Chief.

I wonder about the reason for the difference in verbiage. Pontiac Motor Division vs. Pontiac we said Pontiac! Head office scuffle on the 14th floor between the Americans vs. Canadians?

 No Pontiac Motors in Canadian cars so false advertising??????
