Hoppy headlight adjuster tool. How to use?

Hoppy headlight adjuster.  Anyone have or has used one of these headlight adjuster tools?  Can't figure out why the sight level has an adjustment on it.  You can move it about 10 degrees?

It's a neat device. I like it. It would at lest get your 4 lamps to a good horizontal starting point, regardless of how level you're parked on.
