After almost 5 years of searching I have located and obtained a used set of wagon steps. One if decent and the other need love. Any suggestions or recommendations on how to I can restore the one?

If you could find someone with a 3d scanner you could scan the good one and have a silicon mold made. You can buy the proper rubber to make a new one. It's a liquid you add a hardener to.
This might be a bit cost prohibitive however here's how a rubber part was made for a BMW Isetta. Most of the mixing materials would be available at a place like Michael's. The vacuum chambers are available on Amazon for
about $90.

Since you have one nice pad you may be able to use it to make a plaster mold. Lot's of videos on Youtube for making plastic molds.
I know there was an article in a musclecar magazine years ago where they made a rubber brake pedal pad but for the life of me I can't remember which magazine it was. Anyone else remember it?
The library in Bridgewater, NS has a 3D printer so they may be available locally.
